System of professional development

Continuous professional development (CPD), system of professional development in Ukraine.

During the first stage of the reform, continuous professional development will be carried out within the framework of the certification system. After the transition to the licensing system, renewal of the license for a new three-year period will be possible only if the doctor scores CPD points, the number of which will not be less than the established minimum.

On January 1, 2022, Resolution of the CMU dated July 14, 2021 No. 725 “On approval of the Regulation on the system of continuous professional development of medical and pharmaceutical workers” entered into force. In accordance with the requirements of the said Resolution, health care workers after obtaining higher education and receiving a certificate of a specialist doctor, a specialist pharmacist or a diploma of graduation from a professional institution before higher education are obliged to carry out continuous professional development (CPD).

In order to ensure the implementation of CPD, there is a system of continuous professional development of medical and pharmaceutical workers, which is designed to save information about providers, CPD activities, and record CPD points.

The number of points for continuous professional development, including for continuous professional development activities outside of Ukraine, organized by providers of other countries, is determined and approved by the Ministry of Health.

In accordance with the Regulation on the system of continuous professional development of medical and pharmaceutical workers dated July 14, 2021, the CPD of health care workers is carried out by acquiring informal education during the course of:

1) training in thematic improvement cycles, which are held in post-graduate education institutions, structural units of higher education institutions and scientific institutions (the duration of the cycle is 1-2 weeks);

2) professional medical training outside the institution where such an employee works.

3) training at continuous professional development events, in particular such as:

  • master class – presentation and demonstration of certain methods, technologies of diagnosis and treatment with the aim of increasing the professional level and sharing the best experience of the participants of the event, expanding their worldview and involving them in the latest fields of knowledge;
  • simulation training or training on mastering practical skills – the acquisition by each participant of the event of a certain clinical and/or practical skill and/or competence (the ability to apply a procedure, manipulation, technique, etc. in individual medical practice) in the conditions of an artificially created, close to reality professional environment to ensure maximum safety of patients and healthcare workers. During such an event, direct training of practical skills or simulation training involves a training load of no more than four to six participants per teacher;
  • training – acquisition of new professional knowledge and skills by the participants of the event, both from individual sections of the specialty, and from topical issues of the organization of medical care in the relevant areas in a group of up to 20 people. The duration of the training is one day or more;
  • seminar – the participants acquire new knowledge from certain sections of the specialty and from topical issues of the organization of medical care in the relevant areas with the opportunity to discuss the information received during training in small groups. The training content is devoted to the coverage of topical issues at the theoretical level and does not concern issues of skill formation;
  • professional (thematic) school – training on topical issues of the relevant specialty;
  • scientific and/or scientific-practical conference (including congress, convention, symposium).


Continuous professional development points are awarded for the completion of CPD activities that meet the following characteristics:

  • the event is conducted by a provider entered into the system;
  • persons who do not have a conflict of interest are involved in the event;
  • the provider has ensured verification of persons involved in continuous professional development activities regarding the presence of a conflict of interests;
  • the measure corresponds to the stated purpose of study, the requirements of academic integrity;
  • the content of educational materials corresponds to the topic of the event and is scientifically based, indicating in appropriate cases the level of evidence and providing appropriate references;
  • during the event, the provider ensured control of the participation of healthcare workers, assessment of acquired knowledge, competences and practical skills;
  • healthcare workers are provided with access to educational materials that were presented during the event;
  • the rules of the event are open and available for review.

 

For the duration of the CPD with separation from production, the average salary of health care workers is kept in accordance with the procedure defined by the law for workers who are sent to improve their qualifications. Employers are obliged to promote compliance with requirements for continuous professional development.

The doctor displays all attended CPD events and points for them in his personal educational portfolio.
